Recruitment Procedure for Professorships according to Section 99, Para. 4 of the Universities Act for Associated Professors
Principles of the procedure
§ 1. (1) The appointment procedure under section 99, para. 4 of the Universities Act is based on the principle of quality orientation.
(2) The appointment procedure pursuant to section 99. para. 4 of the Universities Act for associated professorships is additionally designed in such a way that it also pursues the objective of ensuring sustained attractiveness of career positions at the University of Vienna, in particular also for international applicants, also beyond section 99. para. 6 of the Universities Act.
Advertisements of positions according to section 99, para. 4 of the Universities Act for associated professors
§ 2. (1) The Development Plan defines a number of positions according to section 99, para. 4 of the Universities Act for associated professors.
(2) The Rectorate advertises vacant positions (section 107, para. 1 of the Universities Act).
Clusters, panels
§ 3. (1) The Rectorate groups the applications received into clusters in order to enable a comparative assessment of incoming applications for positions pursuant to section 99, para. 4 of the Universities Act for associated professors in an appropriate manner. For review purposes it is also possible to form subclusters (also between clusters).
(2) A panel is established for each cluster to support the procedure. The Rectorate specifies the number of panel members for each cluster, taking into account the subject-related diversity of the applicants; this number is, as a rule, seven, but at least five. The panel may consist of the following university members who belong to, or are close to, the subject areas corresponding to the cluster: professors, associate professors, associated professors who do not apply for the position, students; in addition, the member of the Rectorate who is responsible for research acts as the panel’s chairperson.
(3) The Senate nominates half of the panel members with the exception of the chairperson for each cluster (including at least one panel member from among the students) and the Rectorate nominates the other half, taking into account proposals of the heads of the academic organisational units corresponding to the cluster. When nominating the panel members, a balanced gender ratio and broad coverage of the subject cultures is ensured.
(4) The Equal Opportunities Working Party participates in the panel meetings.
(5) Panel members and persons providing information have to maintain secrecy.
Review of applications for positions according to section 99, para. 4 of the Universities Act for associated professors, selection proposal
§ 4. (1) Any applications received which in principle are suitable within the meaning of the advertisement are reviewed by external, usually international, experts, as far as possible also on a comparative basis. The heads of the academic organisational units, after consultation with the university professors of the academic organisational unit and the Unit for Quality Assurance, propose potential reviewers. This list of potential reviewers is discussed and supplemented in the panel. On this basis, the panel’s chairperson selects the reviewers in consultation with the Rector.
(2) On the basis of the expert reports, the panel submits a selection proposal to the Rector, with a statement of reasons and acknowledging the achievements in research and teaching.
(3) In accordance with section 99, para. 4 of the Universities Act, the Rector consults the university professors of the University’s subject area to which the person envisaged for appointment would be assigned and the Equal Opportunities Working Party on the selection of staff intended by the Rector. In the course of this hearing, the candidate may also be asked to present himself/herself in an appropriate manner at least to the subject area and the related field. The appointment is made by the Rector.
Entry into force
§ 5. This part of the Statutes enters into force on 1 October 2016.
